After powering up the water harp, players can get back to the center of the Forbidden Grove and solve the water harp puzzle. Across my 50+ hours with the game, I’ve always found this area in Yaesha at The Lost Temple. In my case there was a significant amount of further exploring across other areas before I found my way to the lever that enables the water harp and (immediately) subsequently the other side of the door that leads back to the water harp itself.
